Extortion by cops is rife

The Tshwane Metro Police Department (TMPD) is ranked among the country’s three worst when it comes to the extortion of motorists by metro police officers. This was revealed after the completion of a two-day poll by LeadSA, conducted across South Africa to determine how many motorists had in the past three months been bribed by metro police officers.

  • Readers of the Pretoria News, The Star, Daily News, Cape Argus and listeners to 94.7, Talk Radio 702, Cape Talk and KFM responded promptly to the calls and many gave detailed information of where the bribe had taken place.
  •  In total, 2 474 people admitted to paying a bribe.
  • The results, released yesterday, come weeks after the Pretoria News and Eyewitness News published an exposé on corruption in the TMPD. The investigation revealed widespread corruption within the TMPD, with nearly 25 percent of members under investigation.  It also showed how members were allegedly running extortion rackets using violence, kidnapping, threats and torture.
  • The Johannesburg municipality was ranked the worst in the country when it came to extortion with 1 889 motorists admitting to having paid bribes to stay out of jail or to avoid fines followed by Ekurhuleni (387) and Tshwane (121).
  • The areas where motorists are least likely to be extorted are the Eastern Cape, Northern Cape and Cape Town. A large number of respondents revealed that police officers were often looking for cash for food and softdrinks.
  •  Corrupt metro police members often waited at busy intersections and near airports and railway stations, they said.
  • The poll, which has backed up the Pretoria News and Eyewitness News exposé, revealed that Tshwane motorists most likely to be bribed were often drunk with TMPD members often waiting in strategic positions around the city to catch them.
  • A Tshwane motorist described in an SMS how she was “arrested” by TMPD members who she had earlier seen tying up another motorist and beating him for not having money to pay a bribe.

“Bribed by cops… after watching them tie up a man with no money to a revolving door and beat him up badly.  They held a number of people. I only had R30 with me, but they wanted R90 and kept threatening all sorts of things. Eventually they put us all in a police van, before asking once more for money. "
